The institution's bombastic leader, Roote, has his professionalism and even his sanity constantly undermined by his two lackey underlings, the quiet and efficient Gibbs and the sleazy and alcoholic Lush. Roote's calculating and shrewd mistress, Miss Cutts, adds to the mayhem.
